  • The voting methods for the 2018 Municipal Elections are via Internet or by Telephone.
  • The Nomination period has now closed. (July 27, 2018 @ 2:00 p.m.)
  • Electors can verify if they are on the Voters' List by self-serving on the Town's Voter Registration Portal  OR by calling the Town at 705-687-3412 OR in person at Town Hall 3-5 Pineridge Gate, OR by email to: election@gravenhurst.ca.

  • There have been significant changes made to the rules regarding a candidate’s campaign contributions and expenses. It is the responsibility of the candidate to adhere to all applicable provisions of the Municipal Elections Act. Information on Campaigning

Here is some important information you will need to know while you are campaigning:

We encourage candidates to view the Town of Gravenhurst's 2018 Municipal Elections Procedures & Forms, Policy - Use of Corporate Resources in a Municipal Election & the Ministry of Municipal Affairs 2018 Candidates' Guide to municipal council and school board elections to understand the regulations surrounding campaigning.

A couple facts:

  • you may only start campaigning once you have filed your nomination.
  • There are rules for campaign signage. In Gravenhurst, signs are not to be posted until August 1, 2018 and must be removed by October 29, 2018

 The following are the Forms that are pertinent to your Campaign Reporting:

Bank Account

Candidates must open a bank account exclusively for  campaigns if they accept any contributions of money (including contributions from yourself or your spouse) or incur any expenses.

If you do not spend any money and do not receive any contributions of money, you do not have to open a campaign bank account. You cannot use your personal bank account for campaign finances, even if you are planning a very small campaign.

If you receive contributions of goods or services, but no contributions of money, you do not have to open a campaign bank account.

All contributions - including contributions you make to yourself - must be deposited into the campaign bank account.

All expenses must be paid for from the campaign account.

Note: The nomination fee is considered to be a personal expense, not a campaign expense.

Contribution Limits to Candidates

Candidates and their spouses have a limit for the total amount they may collectively contribute towards the candidate’s own campaign including money, the value of goods or services that the candidate or spouse donates to the campaign, and the value of any inventory from the previous election that is used again in this campaign.

Note: This limit does not apply to School Board Trustee candidates.

The maximum total amount that a contributor can give to candidates in the same jurisdiction (i.e. running for the same council or the same school board) is $5,000.

Candidates are required to inform every contributor of the contribution limits.

Corporations and trade unions are not permitted to make contributions to candidates. This includes contributions of goods and services. Visit ourThird Party Advertiser Information Page for more information.

Candidate Spending Limits after the Close of Voting

There is a separate spending limit for expenses related to holding parties and other expressions of appreciation after the close of voting.

This spending limit is calculated as 10% of the amount of the maximum spending limit.

Compliance Audit Committee

The Muskoka Compliance Audit Committee (MCAC) receives and makes decisions on applications for compliance audits of campaign finances for Council candidates and registered third party advertisers in a municipal election or by-election. Any compliance audit requests against a school board trustee candidate must be submitted to the appropriate school board. The Committee performs functions relating to the compliance audit application process as outlined in the Municipal Elections Act, 1996.These functions include:
  • considering whether an application for a compliance audit filed by an elector should be granted or rejected

  • appointing an auditor, if the application is granted

  • receiving and considering the auditor’s report and deciding whether legal proceedings should be commence

The Committee is also responsible for considering reports from the Clerk identifying contributors who appear to have contravened election contribution limits and deciding whether legal proceedings should be commenced.

The Muskoka Compliance Audit Committee is comprised of three (3) voting members of the public, with the provision for two (2) additional alternate members, all of who are qualified individuals as follows:

Clerk's Role in reviewing Financial Statements

The Clerk will be required to review all of the financial statements received and identify whether any contributor appears to have exceeded any of the contribution limits.

The Clerk will be required to report to the Muskoka Compliance Audit Committee as soon as possible after the filing deadline regarding contributions made to candidates and third party advertisers in excess of the established limits.

Within 30 days of receiving the report, the Muskoka Compliance Audit Committee must consider the report.

As soon as possible after April 30, 2019, the Clerk will be required to provide a report and make it available on the Town’s website, setting out all candidates in an election and indicating whether each candidate complied with financial reporting requirements.

Can I have a campaign office?

You may set up a campaign office on private property. Please be aware that you may not put up signs on the exterior or in the windows of the office that promote your candidacy until you have filed your nomination with the Clerk, or designate.

How much are Council members paid?

A Gravenhurst Council position is not considered or expected to be a full-time position. Council annual remuneration as of January 1, 2019 is as follows:
  • Mayor: $43,250 plus expenses
  • Deputy Mayor: $27, 500 plus expenses
  • Councillors: $23, 725 plus expenses
