The Gravenhurst Business Improvement Area (BIA) Board was established in 1979 through a by-law by the sitting council in the Town of Gravenhurst and act as a unifying body for its membership, working to make Historic Downtown Gravenhurst a destination for both seasonal and year-round residents. It focuses on development of the downtown area through beautification, events, marketing and promotion, and is home to over 80 unique businesses.
All Boards and Subcommittees of the municipality are governed by the same legislation:

- Municipal Conflict of Interest Act
- Occupational Health and Safety Act
- Town's Subcommittee and Boards Procedural By-law
- Various other policies, procedures and programs
