TOWN OF GRAVENHURST PUBLIC NOTICE UPDATE

At the Committee and Council meetings of October 20th, 2009, the final report on the Ward Boundary Review was presented by Dr. Robert Williams and Watson and Associates. A copy of the report may be downloaded by clicking here.  Upon receiving the report, Corporate Services Committee passed a resolution to increase the number of wards in Gravenhurst from four (4) wards to five (5) wards, to proceed with new configurations of the urban and rural wards as outlined on the attached maps. Click here for maps.

 

Council later passed By-law No. 2009-142, being a by-law to re-establish the wards in the Town of Gravenhurst.  A copy of that by-law and attached maps can be viewed by clicking here. Any person or agency may appeal to the Ontario Municipal Board in respect of the By-law by filing with the Clerk of the Town of Gravenhurst, not later than the

 

                                                         4th day of December, 2009

NOTICE OF SECOND PUBLIC OPEN HOUSE FOR

NEW COMPREHENSIVE ZONING BY-LAW 

TAKE NOTICE that the Corporation of the Town of Gravenhurst will be hosting a Second Public Open House for the public to review and provide comments regarding the Town’s new Comprehensive Zoning By-law, which is currently being prepared in accordance with Section 34 of the Planning Act.

PUBLIC OPEN HOUSE FORMAT

An initial Public Open House was held on October 3rd, 2009 and this will be the second opportunity for the community to provide comment on the development of a New Comprehensive Zoning By-law.  A draft version of the new Comprehensive Zoning By-law, including mapping, will be available and the purpose of the Second Public Open House is to share the draft version of the New Comprehensive Zoning By-law and gather input from the community.  Community members are welcome to drop into the Public Open House either during the afternoon or evening sessions to understand the role of the Zoning By-law and review the draft text and mapping of the New Comprehensive Zoning By-law.  A formal presentation will commence at 3:00 p.m. during the afternoon session and at 7:00 p.m. during the evening session.  Town staff and consultants from Planscape Inc. will be in attendance during both sessions to answer questions and discuss the material. 

 

  

PURPOSE OF COMPREHENSIVE ZONING BY-LAW UPDATE

The Zoning By-law is an important tool for managing the development of land within the municipality.  The Town’s current Zoning By-law, known as By-law 94-54, was adopted in 1994 and although it has been amended over time, there has not been a comprehensive review of the Zoning By-law since it was adopted.  In order to ensure the Zoning By-law remains up to date and reflects today’s world, a review of the Zoning By-law has been undertaken.  As a result of this review, a new Zoning By-law is being proposed that are intended to:     

  • Implement and build upon the policies contained within the Town’s new Official Plan, approved in 2008;
  • Conform to the policies of the District of Muskoka Official Plan;
  • Be consistent with the Planning Act and Provincial Policy Statement;
  • Reflect the aspirations of the Town’s residents;
  • Incorporate best zoning practices; and,
  • Update and digitize mapping.

 The Comprehensive Zoning By-law applies to all land within the Town of Gravenhurst and will control the development of land by stating how land can be used, and the required standards (e.g., lot size and dimensions, building size, parking requirements and setbacks from property lines and shorelines).

 IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting (to be held later this year) or make written submissions to the Corporation of the Town of Gravenhurst before the By-law is passed, the person or public body is not entitled to appeal the decision of the Council of the Corporation of the Town of Gravenhurst to the Ontario Municipal Board. 

IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting (to be held later this year) or make written submissions to the Corporation of the Town of Gravenhurst before the By-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so. 

WRITTEN SUBMISSIONS AND/OR REQUESTS FOR NOTICE of subsequent meetings or the approval of the new Comprehensive Zoning By-law should be directed to Nicholas Popovich, Manager of Development Services.

2010 BUDGET SURVEY

Dear Gravenhurst Ratepayer:

The 2010 budget process is starting and this pre-budget survey has been developed to allow the public to provide input and comments to Council for their consideration before the budget guidelines to the Department Heads are established.

It is hoped that this input would address some or all of the following:

1. Which services or programs that the Town provides are most important to you for maintaining the quality of life and community standards that you expect?

2. Are there any services or programs that you believe should be eliminated or reduced?

3. Are there any services or programs that could be improved or added?

4. How is the Town doing in providing these services or programs?

5. What do you feel are the most pressing issue(s) that Council should address in 2010 and beyond?

These are fundamental questions that can help shape the outcome of the budget process this year and in subsequent years.

All responses should be dropped off at the Town Office by November 27, 2009 for this year’s budget guidelines. Responses received after November 27 and before December 18 will be summarized and distributed to Council and Department Heads.
