Vacant Buildings and Land

On April 21, 2026, Council approved the Vacant Building and Land Registry By-Law.  This By-law applies to  all non-residentially zoned properties in the Community Improvement Area that are either vacant land or have a vacant building or a building with vacant units in it. 

Property owners who have vacant buildings or vacant land are required to register their vacancies with the Town and pay a registration fee. 

Given some of the challenges faced in our downtown core and other long term vacancies in key commercial areas, the By-Law was enacted to encourage development and ensure that vacant properties are maintained to an acceptable standard.  

Enforcement of the by-law will begin July 2026.

Where does the Vacant Building and Land By-law apply? 

The new by-law applies to all non-residential zoned properties in the Community Improvement Area.

How does the by-law affect my property?

If you own a non-residentially zoned property that is vacant or have a building that is vacant or has vacant units, you need to register your property under the by-law, pay the appropriate registration fee and ensure the property complies with the relevant maintenance standards. 

Why do I have to register my vacant commercial building/land?

There has been a great deal of concern about the number and state of vacant buildings and land within the Downtown and Wharf commercial areas of Gravenhurst. While there are a number of other tools that have been utilized to address these concerns, incentive programs continue to be underutilized by these properties of concern.

When does the new by-law come into enforcement? 

The new by-law is active now, but you have until July 20, 2026 to get registered.  The by-law gives property owners 90 days from the day Council approved the By-law to either register the property or fill the property with a tenant.  

 How much is the fee?

The registration fee depends on the property type.  Vacant Buildings have a per unit charge, Vacant Land is per property. More information on the registration fee can be found in the User  Fees and Charges Schedule 

What happens if I don't register my property? 

Failure to register your vacant property can result in the application of Administrative Monetary Penalties.  The penalties and the procedure for them to be applied is outlined in the AMPS By-law.
